New York Gov. Kathy Hochul and the Environmental Facilities Corporation (EFC) announced the allocation of $3.3 million in Wastewater Infrastructure Engineering Planning Grants (EPG), covering 59 sewer projects statewide.
These planning grants are a foundational step, financing detailed engineering and design work needed to transform ideas into fully “shovel-ready” proposals. The funds are expressly targeted to facilitate future applications to the Clean Water State Revolving Fund (CWSRF)—a critical capital investment mechanism.
EFC emphasized that these grants empower municipalities to efficiently advance projects addressing aging infrastructure, regulatory compliance, and capacity constraints. By front-loading engineering efforts, communities can better secure construction funding and accelerate actual builds. The broad distribution across the state underscores a commitment to equitable infrastructure advancement, particularly for smaller or underserved jurisdictions.
