
Texas water and wastewater utilities will become the testing ground for a new federal cybersecurity initiative aimed particularly at systems that lack the resources to build sophisticated cyber defenses on their own.
Launched Aug. 31 in San Antonio, Project Watershed 250 is a six-month pilot that will connect Texas utilities with cybersecurity resources from federal agencies, the newly created Texas Cyber Command and private-sector technology companies. Participating utilities will receive those resources at no cost.
The initiative brings together the White House Office of the National Cyber Director, EPA, CISA and Texas officials alongside cybersecurity and technology companies. Private-sector participants include Microsoft, Google Cloud, Amazon Web Services, Palo Alto Networks, Fortinet, Cloudflare, Dragos and others.
The goal is practical: identify vulnerabilities within participating water systems and help utilities address them using cybersecurity and AI tools over the six-month test period. Texas is the first state selected, but lessons from the pilot are expected to inform a model that could eventually be expanded to water systems elsewhere in the country.
Why it matters
Cybersecurity has become an increasingly difficult infrastructure problem for small and rural water systems. Many operate connected controls and operational technology without dedicated cybersecurity staff or large technology budgets. Project Watershed 250 effectively tests whether federal coordination and private-sector expertise can give those utilities access to capabilities they could not reasonably build themselves.
The timing is significant. The initiative follows recent malicious activity targeting internet-exposed water and wastewater systems, reinforcing concerns about vulnerabilities in operational technology that directly controls critical infrastructure.
For utilities outside Texas, the bigger story may be what happens after the six-month pilot: If Watershed 250 can establish a repeatable model for delivering cybersecurity capabilities to resource-constrained utilities, Texas could become the blueprint for a much broader water-sector defense program.
